21 November, 2017 the management of Harbin comprehensive bonded zone has signed the agreement with an Amur company “Renaissance”. The company is in Blagoveshchensk and it exports products such as Russian chocolate and soya oil. A great number of Russian enterprises learnt about Harbin comprehensive bonded zone at the Amur Economic Forum 2017 (14-15 October). Harbin comprehensive bonded zone as well as other enterprises from Russia and China presented opportunities at the Amur Economic Forum 2017.
The zone is located in the capital of Heilongjiang province – Harbin. The platform was officially approved by Chinese authorities on March 7, 2016. The area of project is 3,29 square kilometers. There are five pavilions there:
- comprehensive service zone;
- port operating zone;
- duty-free processing zone;
- duty-free logistics zone;
- commerce zone.
Harbin comprehensive bonded zone is convenient for Russian enterprises because it is located in one of the biggest cities of northeast China and also because of the fact that large volumes of goods can be sent there without any customs clearance. It means the goods cross the border checkpoint of China without paying customs duty. The products must be paid only when they are transported from the bonded zone.
“We are sure that our future cooperation will be long and successful, because Harbin comprehensive bonded zone possesses all necessary conditions for storing goods. More than that its location is very convenient and the zone has a whole system of tax privileges and preferences given by customs authority to foreign exporters” – said deputy chief of Harbin comprehensive bonded zone Bai Hongliang.
As of today companies from South Korea, Germany and Russia are working in the territory of HCBZ.
“In October Municipal Enterprise “Municipal Center of International Cooperation” with the support of Blagoveshchensk city Administration held The Amur Economic Forum 2017. The aim of the forum was to establish international cooperation in our region. One month later we can see the results of our work – export enterprises enter the Chinese market. Export of Russian goods for sure positively affects further development of our enterprises. It’s important to point out in this case enterprises don’t export oil, gas or other raw materials but high value added products which bring a lot of benefits for our economy such as jobs and taxes” – said the head of international division of Municipal Center of International Cooperation M.S. Nozhenkin.
